Shops & Establishment vs Trade License vs GST vs Udyam: What's Actually Different

You registered for GST. Maybe you filed for Udyam too, because a vendor asked for it. Now someone tells you that your office also needs Shops & Establishment registration, and possibly a Trade License from the municipal corporation on top of that. It feels like the same box being ticked four times. It isn't.
Shops & Establishment registration, Trade License, GST registration, and MSME/Udyam registration are four separate registrations from four separate regulators: the state labour department, the municipal corporation, the tax department, and the MSME ministry. Holding one does not exempt you from the others. A business with a GST number and an Udyam certificate can still be legally required to register under the Shops & Establishment Act, and depending on the state and municipality, may need a Trade License as well.
Shops & Establishment: the state labour department, regulating how you run the workplace
This one covers working conditions inside your premises: hours, weekly offs, leave, record-keeping. The state's labour department issues it. Every state runs its own Shops and Commercial Establishments Act, which is why the process, fee, and renewal cycle differ if you're registering in Delhi versus Karnataka versus Maharashtra.
Trade License: the municipal corporation, permitting the activity at that address
A Trade License comes from your local municipal corporation, and it answers a different question entirely: is this specific trade or business activity allowed to run at this specific address, under the municipality's health and safety bylaws? Employee working hours and leave records never come into it. Where a Trade License is required, it sits alongside Shops & Establishment registration. Both regulators can demand their own paperwork for the same premises.
GST registration: the tax department, concerned with taxable supply
GST registration is administered by the tax department under the CGST/SGST Act. It exists to track taxable supply of goods and services, issue you a GSTIN, and let you collect and remit tax. It says nothing about how many hours your staff work or whether your premises meets a labour-law standard, because that was never its job.
