No central Indian authority registers a sole proprietorship as such. If you've been quoted a price for one, what you're actually being sold is a bundle of other registrations, filed under a name nobody in government uses.

A proprietorship exists the moment you start trading under your own PAN, with no separate legal entity and no filing event. What founders actually need, depending on turnover, premises and state, is some mix of GST registration, Shops & Establishment registration, Udyam registration, and state professional tax registration.
Is there a sole proprietorship registration certificate?
No. There is no statutory registration requirement to form a sole proprietorship under any central legislation. A proprietor can and does obtain individual registrations such as GST, Shops & Establishment, Udyam or professional tax. None of those is a registration of the proprietorship itself. Each is a registration of an activity the proprietorship happens to be doing.
Compare that to a company or an LLP. Incorporate a private limited company and the Ministry of Corporate Affairs issues a Certificate of Incorporation, a document that brings the entity into existence. A proprietorship has no equivalent. The individual who trades already exists in law. Nothing needs to be created.
What actually creates a sole proprietorship in law
You start a business under your own PAN. That's the entire mechanism. There is no separate identity for the proprietor and the business even after any downstream registration is obtained. Your PAN card is the only document that proves the proprietorship exists, because the proprietorship and the proprietor are, legally, the same person.
This shows up in how banks treat proprietary-concern accounts too. RBI's own KYC framework has no single certificate it asks for from a proprietorship, because none exists. Instead it lists an illustrative set of activity-proof documents a proprietor might hold, precisely because there's no Certificate of Incorporation equivalent to point to.
